“To provide high quality programs using virtual learning environment, supporting the pursuit of lifelong learning, addressing critical activities of economic development in the Arab World, pioneering in e-learning, providing unique learners experience and growing knowledge and its dissemination through excellence in research and knowledge transfer.”
The objectives set by the Hamdan Bin Mohammed e-University are:
- To grow and develop a portfolio of innovative and credible programs that respond to the 21st century modern practices integrating quality and related disciplines.
- To be the catalyst for Growth and Development of Excellence in e- Learning and its applications.
- To Encourage growth of scientific research and scholarly pursuits through publication and knowledge dissemination.
- To drive the spread and advancement of knowledge and e-learning in the Arab World through community engagement, government collaborations, institutional associations and alliances and industry partnerships.
- To provide opportunities for lifelong learning and wider access that enhance individuals competencies and contribute to organizational performance.
- To provide a unique university experience that prepares learners for success as accountable leaders in the 21st century.
- To adapt the latest e-learning technology and support infrastructure that is responsive to learners’ changing needs and a key enabler to the e-University mission.
The approach adopted is through developing pioneering, up to date and relevant courses and programs by applying equal opportunity policies and practices.
Structure and Delivery Model
The Hamdan Bin Mohammed e-University aims to cater for the needs of learners regardless of age, gender, position or already accumulated knowledge and education standards. Using the expression ‘learning from cradle to grave’, the Hamdan Bin Mohammed e-University will provide continuous, progressive education and learning at all levels.

- By seeking to make learning appropriate and relevant, the Hamdan Bin Mohammed e-University has designed ladders of progression with milestones to reflect maturity levels and assimilated outcomes
- By focusing on the needs of corporate employer organizations, the Hamdan Bin Mohammed e-University has designed professional and vocational programs specifically catering for the development of individuals working in specific industry sectors, to enable them to become competent and discharge the expected tasks confidently and with a positive impact
- By not forgetting the importance of individual ‘life long learning needs’, the Hamdan Bin Mohammed e-University offers all of its professional (vocational) programs through certification routes so that individual learners can progress with their career paths and can have their knowledge recognized
- By cascading the philosophy of Life Long Learning at all levels, the Hamdan Bin Mohammed e-University has introduced a model for the development of executive managers to truly reflect that learning is progressive regardless of position and status. The virtual Executive Club is the specially designed hub that caters for the needs of executives. Learning in this instance comes through regular inputs with a sophisticated approach to program design and development that blends technology with self- study to reflect the needs of executives and to deal with the constraints they have in terms of time allocation for self-study and research
- By adopting a philosophy that relies on a blended approach that combines self learning, online learning and traditional physical classroom in a synchronous manner through faculty support
- By cleverly designing various approaches to learner assessment, the Hamdan Bin Mohammed e-University has in place the mechanism for ensuring that e-learning is effective, countable and that knowledge is assimilated in the right way. Ranging from online assessment, classroom based assessment and regular, on-going informal assessment through the Learner LogBook (LLB), the Learner Assimilation Record (LAR) for executives, the Hamdan Bin Mohammed e-University has powerful monitoring processes to encourage learners to take responsibility for their learning and to ensure that the ‘passive’ attitude is prevented as far as practically possible
- By backing e-learning with virtual support in the form of virtual e-professors and e-advisors both learners at the lower level and executives can be reassured that access to expert advice is readily available all the time and obstacles can be removed to allow them to enjoy their learning journeys and to focus on assimilation and understanding the meaning of concepts and principles without any disruption
The wider Agenda of Transforming Society
The Hamdan Bin Mohammed e-University has taken a leading role in influencing governmental stances on quality and its role in society. It has led many initiatives to ensure that quality awareness, education and the dissemination of appropriate knowledge can flourish and reach out at all levels within the Arab World:
- By joining forces with the International Academy for Quality (IAQ).
- By working with eminent gurus and experts to draft the Burj Al Arab Quality Declaration, a document that is based on 12 areas of focus for the 21st century, all relevant to the Arab World and the challenges it faces. This important declaration has been endorsed by the Government and Dubai, the first country in the Arab World to sign on to the 12 principles as a list of challenges worth pursuing
- By signing and supporting the Dubai e-Learning Declaration, which highlighted 12 principles for the implementation of excellence in e-Learning in the middle East and launching its first annual Forum on e-Learning Excellence in the Middle East in January, 2008
- By supporting the 12 principles of Burj Al Arab and creating awareness on their importance through organizing a series of high level seminars and workshops under the theme 3Ts (Total Transformational Thinking)
- By effecting the implementation of Burj Al Arab Declaration to position quality and excellence at the heart of all organizational endeavors in both the public and private sectors, through the launch of the Customer Centricity theme and conference
- By emphasizing the importance of leadership as it is stated in Burj Al Arab Declaration (recommendations 1 and 2) and announcing the launch of the Feigenbaum Leadership Excellence Award. This prestigious award bears the name of an eminent guru who has played a significant role in the birth of the quality movement in Japan and whose book on Total Quality Control (first published in 1951) has helped transform Japan. The Feigenbaum Leadership Excellence award is offered through 4 categories including: Women Leaders, Rising Stars, Accomplished Leaders, Exceptional Leaders
- By setting up the Juran Chair in TQM, the first chair of its kind in the Arab World and the first one that bears the name of Juran (the father of the quality movement in the World) in the World. The role of the Chair is to encourage the education, knowledge dissemination and exchange throughout the Arab World, through research and scholarly activity
- By launching three large scientific congresses in the fields of Quality, e-Learning and Health and Environmental studies
Credibility and International Alliances
The Hamdan Bin Mohammed e-University with its quest for fulfilling its mission and key objectives in the Arab World, has embarked on the process of establishing international credibility, recognition and affiliation in order to ensure that it can benefit from global expertise and have its philosophy, approach and strategy vetted and validated at the highest level possible.
- The Hamdan Bin Mohammed e-University is the first online institution in the United Arab Emirates to be licensed and to receive accreditation for its programs by the Ministry of Higher Education and Scientific Research in the UAE.
- The Hamdan Bin Mohammed e-University has signed various Memorandum of understanding with prestigious international institutionssuch as Haas Business School, university of Berkley, Huddersfield University, Bradford University, Global 21 University, etc.
- The Hamdan Bin Mohammed e-University has received several international batches from reputable institutions such as the chartered quality institute, Australian Human Resource Institute, the International Hospital Federation, Health Management, HCIMA, etc.
- The Hamdan Bin Mohammed e-University is the first learning institution in the Arab World that has been granted membership of the European Foundation for Total Quality Management (EFQM) in Brussels
- The Hamdan Bin Mohammed e-University is the first Arab Academic Institution that has been granted membership in the European Learning Industry Group (ELIG)
- The Hamdan Bin Mohammed e-University is also the first learning institution outside Europe to be granted membership of the British Quality Foundation (BQF)
- The Hamdan Bin Mohammed e-University has gained the support and the approval of the International Academy for Quality (IAQ) on its efforts to spread the quality message in the Arab World
- The Hamdan Bin Mohammed e-University has signed a Memorandum of Understanding with the European Centre for TQM (University of Bradford) a premier centre for research and teaching excellence in Europe

- The Hamdan Bin Mohammed e-University is affiliated with the Global Education Network (Community of Practice) in the field of Quality in Education
